No, I mean your range may have been banned because there's a proxy server near you. Proxies are tend to get banned pretty quickly because people use them to spam or post cp.

iichan have very little userbase and even less mods. So if people just keep ban evading and you don't see posts from their ISP why not just ban the ISP until the kids find somewhere else to go?
